The Fargo-Cass Public Health project consolidates multiple public health departments, dispersed throughout the city, into one building. In addition, a satellite Police Station is incorporated, increasing functionality of a previous satellite facility. A county coroner’s office, surveyor’s office and garage facility are also included creating a permanent location for functions that were previously conducted in leased spaces throughout the city.
The design solution includes an entrance concourse that provides after-hours access to shared meeting spaces and a teaching kitchen. A central concourse provides direct access to Administration, WIC, Public Health Clinic, Environmental Health and a Multi-Purpose Training Room. Additional departments are arranged to provide the desired levels of both public and internal access. Each departmental suite has an array of private and open office spaces, conference rooms, and support spaces. A shared break room, a workout room, and a locker room are also provided. The Satellite Police Station had many unique programmatic needs including soft and hard Interview rooms, photo/prints room, and on-site evidence processing.
The project incorporated necessary security designs including ballistic protection in wall and glazing construction, a video surveillance system, multiple levels of card access security, local alarms for receptionist to report to dispatch, a panic telephone for public use at the outer lobby, and a custom distress reporting system for the adjacent Fargo Cass Public Health that reports to the Satellite Police Station. This project is an example of our experience working with Municipal clients to create engaging environments that successfully respond to complex program requirements; as well as reinforces our experience with the specialized safety and security aspects of Police Department program needs.
